Two arrested on vehicle theft charges in St. Johnsbury

ST. JOHNSBURY, VT — Two people were arrested after a woman reported her vehicle was not returned following a loan to an acquaintance.

Vermont State Police responded to a report of a stolen motor vehicle at approximately 9:27 a.m. on Dec. 14.

Christina Miller, 46, of St. Johnsbury, told troopers she had loaned her vehicle to Scott Keithan, 50, of St. Johnsbury, for several hours, but he was refusing to return it.

During the investigation, troopers determined Michelle Vance, 44, of Lyndon, was also operating the vehicle from Dec. 13 through Dec. 15, knowing the vehicle needed to be returned to its owner.

Troopers located the vehicle at Vance’s residence on Dec. 16 and found Keithan and Vance as they were attempting to leave the residence.

Keithan was arrested and transported to the St. Johnsbury Barracks for processing.

Keithan was charged with aggravated operation without consent of owner and violation of conditions of release.

Vance was charged with aggravated operation without consent of owner.

Both were issued citations to appear in Caledonia County Superior Court on Jan. 5, 2026, at 8:30 a.m.
