JAMESTOWN, NY — Two people were arrested on animal cruelty charges after police found 10 severely emaciated animals during a home check.

Officers responded to an eastside address at around 3:30 p.m. on Nov. 25 to assist the Department of Development and Probation with a home check.

Through investigation, police found that Jessica B. Brown and Joshua S. Pangborn had failed to provide food and water for six dogs and four cats.

The animals had become severely emaciated, according to police.

Brown and Pangborn were both previously convicted of failure to provide sustenance to animals in July.

Both were taken into custody and transported to the Jamestown City Jail.

Each was charged with four counts of failure to provide sustenance to animals.
