Oneida police report 27 arrests, citations over 2-week period

ONEIDA — The Oneida City Police Department reported 27 arrests and citations between July 2 and July 14, according to an arrest blotter released by the department.

The most serious arrest occurred July 2 when Salina M. Briggs was charged with second-degree assault with intent to cause physical injury with a weapon, fourth-degree criminal possession of a weapon with intent to use, and second-degree criminal trespass.

Mark A. Williams was arrested twice during the period, first on July 5 for first-degree criminal contempt, third-degree criminal possession of a weapon due to a previous conviction, two counts of second-degree menacing, three counts of second-degree harassment and seventh-degree criminal possession of a controlled substance.

Williams was arrested again July 8 on four counts of second-degree criminal contempt and on an arrest warrant for second-degree criminal contempt.

Frank Pennisi was arrested July 7 for first-degree driving while ability impaired by drugs, crossing road hazard markings, moving from a lane unsafely and operating an uninspected motor vehicle.

Matthew S. Payne was arrested July 12 for first-degree criminal contempt and on an arrest warrant for first-degree criminal contempt.

Railon Acosta was arrested July 13 for first-offense DWI, aggravated DWI per se with no prior offense, crossing road hazard markings and failure to keep right on a two-lane road.

Nathaniel Walker of Utica was arrested July 10 on an arrest warrant for third-degree burglary and fourth-degree grand larceny.

Charles R. Tooke was arrested July 9 on a bench warrant for circumventing an ignition interlock device.

Multiple people received citations for larceny charges, including Isabella A. Barber and Kimberly S. Bartlett on July 3 for fourth-degree grand larceny.

Several traffic violations were issued throughout the period, including multiple citations for aggravated unlicensed operation and operating vehicles with suspended registrations.

Two juveniles received appearance tickets during the period for various charges including endangering the welfare of a child, third-degree criminal trespass and second-degree harassment.
