WEST SENECA — A Buffalo man who allegedly threatened to kill staff and “shoot up” the SPCA Serving Erie County fled when officers tried to arrest him Tuesday, leading to the arrests of two associates who interfered with police.
West Seneca Police responded to the SPCA at 300 Harlem Road at approximately 10:54 a.m. July 8 for a report of phone threats.
Staff reported receiving a call from Savio Serrano, 27, of Buffalo, who allegedly made the threats.
While officers gathered witness statements, Serrano arrived at the facility with several associates.
When officers attempted to take Serrano into custody, he fled on foot with help from two individuals who actively interfered with the arrest.
Officers later located two associates on Harlem Road.
Xavier Cedeno, 19, of Amherst, fled into a wooded area before returning and attempting to escape again but was apprehended.
During Cedeno’s arrest, Kayla Acosta, 28, of Amherst, physically interfered with officers, striking one while trying to prevent the arrest.
Both were taken into custody and returned to the West Seneca Police Department for processing.
Cedeno was charged with obstructing governmental administration in the second degree and resisting arrest.
Acosta was charged with obstructing governmental administration in the second degree and harassment in the second degree.
Serrano faces charges including aggravated harassment in the second degree and resisting arrest.
Officers have requested an arrest warrant for Serrano through the courts.
Cedeno and Acosta were booked at the West Seneca Police Department and released on appearance tickets returnable to West Seneca Town Court on July 18.
The officer who was struck was not injured and returned to duty.
