PENN YAN — A Penn Yan woman has been issued a criminal summons for alleged harassment of a village resident, according to local police.
Michelle L. Downs, 50, was charged with Harassment in the 2nd Degree following an incident on May 4.
Police allege that Downs intentionally engaged in conduct that “alarmed or seriously annoyed” a village resident without any legitimate purpose.
Downs was issued a summons to appear in Penn Yan Village Court at a later date to answer to the charge.
