PENN YAN — A 50-year-old Penn Yan woman was arrested on charges of endangering the welfare of a child and second-degree harassment following a disturbance in the village, police said.
Michelle L. Downs was taken into custody after officers responded to a report of a disturbance.
Police allege that Downs yelled at a village resident and their child and made threats against them.
Downs was processed at the Penn Yan Police Department and issued an appearance ticket.
