SOUTH WINDSOR — A local man was arrested Thursday evening in connection with a domestic violence incident that occurred earlier this month, according to the South Windsor Police Department.

Rueben J. Miller, 43, of South Windsor, turned himself in on an active arrest warrant for charges including criminal mischief in the third degree, disorderly conduct, assault in the third degree, and strangulation in the second degree.

The arrest stems from a May 15 incident where Miller allegedly broke the victim’s cell phone, choked her causing a restriction of her airway, and struck her head against the floor, resulting in injury.

Police said Miller was processed and released on a $5,000 non-surety bond.

He is scheduled to appear at Manchester Superior Court today at 9 a.m.
