Suspect extradited to face charges in fatal North Branford hit and run

NORTH BRANFORD — A suspect wanted in connection with a fatal hit and run accident was extradited back to Connecticut on April 23, authorities said.

James William Black was returned to North Branford by the local police department to face charges stemming from the incident that resulted in the death of David Horbal.

After being extradited, Black was booked and processed at the North Branford Police Department (NBPD) on charges of first-degree manslaughter, evading responsibility resulting in death, and tampering with evidence.

Black is being held on a $400,000 court-set bond and is scheduled to appear in court in New Haven at 10 a.m.

The North Branford Police Department expressed gratitude to several agencies for their assistance throughout the extradition process, including the New Haven State’s Attorney’s Office, the Connecticut State Police, and the Tampa International Airport Police.
