2 arrested following traffic stop in Starksboro

STARKSBORO — Two people were arrested following an incident in Starksboro on Monday.

Authorities say they were notified of a vehicle off the road on Vermont Route 116, near the intersection of Meadowlark Lane, at around 11:30 a.m.

Police say that Jessie Flemings, 40, of Bristol, was traveling north on Vermont Route 116 and had intentionally crossed the centerline of the road, running Emil R. North, 22, of Starksboro, off the road.

Further investigation revealed the passenger in North’s vehicle, Shawn C. Lussier, 26, of Starksboro, had violated his relief from abuse order as well as conditions of release.

Flemings was released with a citation to appear in court to answer to the charge of negligent operation at a later date.

Lussier was placed under arrest for the violation of his relief from abuse order and conditions of release.

He was transported to the New Haven barracks for processing.

At the conclusion of processing, Lussier was released with a citation to appear in court, criminal division, to answer to the charge of negligent operation.
