Group home worker arrested in North Branford

NORTH BRANFORD, CT — A group home worker has been arrested on charges he abused two non-verbal residents with developmental disabilities.

Khatib Abbass, 65, of Hamden, was arrested Sunday at his residence and charged with two counts of reckless endangerment in the second degree and two counts of disorderly conduct.

The North Branford Police Department initiated a criminal investigation on Aug. 5 at a Deforest Road residence, a State of Connecticut Department of Developmental Services group home operated by Resources for Human Development, headquartered in Philadelphia, Pennsylvania.

The investigation stemmed from allegations that a 39-year-old non-verbal male resident with developmental disabilities was abused by a staff member.

During the investigation, surveillance video from the group home revealed a second victim, a 35-year-old non-verbal female resident with developmental disabilities, who was also allegedly abused by Abbass.

The investigation included the review of surveillance video, the execution of search warrants, multiple interviews and extensive investigative efforts conducted by Officer Michael Torre and the North Branford Police Department Detective Bureau.

The department worked closely with the victims’ parents and family members throughout the investigation.

Two arrest warrants were reviewed by the New Haven State’s Attorney’s Office and signed by a New Haven Superior Court judge, who set bond at $10,000 cash or surety for each case.

Abbass was processed and released on bond.

He is scheduled to appear Jan. 9, 2026, at New Haven Superior Court.
