RICHFIELD, NY — A 56-year-old man was arrested Thursday on charges of sexually abusing a child at a residence in the Town of Richfield.
Arthur J. Proctor, of Richfield Springs, was charged with third-degree sexual abuse, forcible touching and endangering the welfare of a child, according to the Otsego County Sheriff’s Office.
The charges stem from an investigation into a report of sexual abuse that occurred over the summer.
Investigators determined Proctor forcibly subjected a juvenile victim to unwanted sexual contact, the sheriff’s office said.
The arrest was made following consultation with the Otsego County District Attorney’s Office.
Proctor was lodged in the Otsego County Correctional Facility to await centralized arraignment in Richfield Town Court.
An order of protection was requested on behalf of the victim.
The Otsego County Child Advocacy Center and the Urbandale Police Department in Iowa assisted with the investigation.
