Four arrested in drug enforcement operation in Monticello

MONTICELLO, NY — Members of Troop F Community Stabilization Unit, along with Troop F Unmanned Aircraft Systems, conducted a proactive enforcement detail in the village on Dec. 11.

During the detail, troopers issued seven uniform traffic tickets and arrested four individuals.

Edwin R. Jones, 31, of Monticello, was found in possession of approximately 71 grams of crack cocaine, 63 grams of cocaine, 5 grams of oxycodone pills and packaging materials.

Jones was charged with criminal possession of a controlled substance 2nd degree, a class B felony; criminal possession of a controlled substance 3rd degree, a class B felony; criminal possession of a controlled substance 5th degree, a class B felony; criminal possession of a controlled substance 7th degree, a class A misdemeanor; criminal use of drug paraphernalia 2nd degree, a class A misdemeanor; obstruct governmental administration 2nd degree, a class A misdemeanor; resisting arrest, a class A misdemeanor; and multiple uniform traffic tickets.

Jones was arraigned at the Village of Monticello court and remanded to Sullivan County Jail without bail.

James F. Clemons, 44, of Monticello, was found in possession of approximately 13 grams of crack cocaine, 121 bags of pre-packaged heroin/fentanyl and a psilocybin mushroom chocolate bar.

Clemons was charged with two counts of criminal possession of a controlled substance 3rd degree, a class B felony; two counts of criminal possession of a controlled substance 4th degree, a class C felony; criminal possession of a controlled substance 7th degree, a class A misdemeanor; and multiple uniform traffic tickets.

Clemons was arraigned at the Village of Monticello court and remanded to Sullivan County Jail without bail.

James A. Bowers, 45, of Roscoe, was found in possession of approximately 2 grams of crack cocaine pre-packaged in multiple corner ties, multiple Suboxone films and a smoking implement.

Bowers was charged with criminal possession of a controlled substance 5th degree, a class B felony; two counts of criminal possession of a controlled substance 7th degree, a class A misdemeanor; operating a motor vehicle while under the influence of alcohol or drugs 4th degree, an unclassified misdemeanor; and multiple uniform traffic tickets.

Bowers was arraigned on Dec. 12 at the Town of Rockland court and released pending a future court date.

Ivan Rivera, 34, of Harris, was arrested on an outstanding warrant for aggravated unlicensed operation 1st degree, a class A misdemeanor.

Rivera was arraigned at the Orange County Centralized Arraignment Part and released with a pending court date.
