MASSENA — Members of the New York State Police arrested Ryan K. Herbstler, 38, of Massena, on Aug. 26 for third-degree grand larceny, involving a property value exceeding $3,000.
On May 2 at approximately 11:05 a.m., troopers responded to County Route 37 in Massena for a fraud complaint.
An investigation revealed that Herbstler had been hired to build a garage for the victim.
The victim provided Herbstler with approximately $22,100 for the garage, with the project scheduled to start in February.
However, as time passed, Herbstler never completed the garage.
Herbstler was arrested and processed at SP Massena before being arraigned in the Town of Massena Court.
