PENN YAN — A 30-year-old man with dual citizenship in the United Kingdom and Germany turned himself in to authorities on rape charges Aug. 15.
Thomas Plan surrendered to Yates County investigators at 9:05 a.m. at the Yates County Public Safety Building on an active Superior Court arrest warrant.
Plan faces charges of rape in the first degree and rape in the third degree.
The warrant stems from an incident that occurred in 2024 which resulted in a Yates County Grand Jury indictment.
Plan was arraigned in Yates County Court and held on $10,000 cash bail.
Investigators K. Rayburn and Deputy S. Spaulding were on scene for the arrest.
