PENN YAN — Police have charged a local man following an alleged assault on a juvenile in the spring.
Christopher D. Shay, 41, of Penn Yan, is accused of placing a juvenile victim in a chokehold, causing the victim to lose consciousness.
Shay was charged with strangulation, aggravated family offense, criminal obstruction of breathing and endangering the welfare of a child.
He is scheduled to appear in Penn Yan Village Court at a later date.
