COLTON — Members of the New York State Police arrested Christopher J. Potter, 40, of South Colton on charges of endangering the welfare of a child and unlawful imprisonment in the second degree July 25.
Troopers responded to E. Hill Road in Colton at approximately 12:53 p.m. for a welfare check on a child.
During the investigation, it was determined that Potter had left the residence to go to work.
Before leaving, he had placed a metal chain around the child’s right ankle and attached it to a nearby bedpost as a form of punishment.
Potter was arrested and transported to SP Canton for processing.
He was subsequently arraigned in the Town of Norfolk Court and released under the supervision of probation.
