Two arrested on multiple charges in Cortlandville

CORTLANDVILLE, NY — Officers from the Cortland County Sheriff’s Office responded to Walmart at 819 Bennie Road on June 17, 2026, at approximately 5:14 p.m. for a trespass complaint.

Mandie J. Willis, 43, of Cortland, was found inside the business after previously being issued a no-trespass order for the property, according to the sheriff’s office.

Willis was taken into custody and found to have two outstanding warrants through the Cortland County Sheriff’s Office.

Norman F. Fink, 55, of Ithaca, was found to be in possession of a controlled substance.

Willis was charged with third-degree criminal trespass, third-degree aggravated unlicensed operation of a vehicle and operating a motor vehicle without insurance.

Fink was charged with seventh-degree criminal possession of a controlled substance.

Both were arrested at 5:29 p.m. and 5:46 p.m., respectively, and transported to the Cortland County Sheriff’s Office for processing.

Fink was processed and released on an appearance ticket.

Willis was processed and issued an appearance ticket for her new charges.

Both are scheduled to appear in Town of Cortlandville Court on June 29, 2026, at 1 p.m. for arraignment.

Willis was arraigned on her outstanding warrants through the Centralized Arraignment Process on June 17, 2026, at 8 p.m., where she was remanded to the Cortland County Jail without bail.
