2 adults charged with child endangerment in Ulster

ULSTER, NY — Two Kingston residents were arrested after police say they watched and encouraged juveniles to fight at an apartment complex.

Members of the Ulster Police Department responded to the apartment complex on June 15, 2026, for a reported fight in progress.

Upon arrival, officers learned that several juveniles were involved in a physical altercation.

Officers identified two juvenile victims and two juvenile suspects.

During the initial investigation, officers learned that the two suspects approached the victims and began fighting with them, at one point using a baseball bat to strike one of the victims.

The victims left the area and were then approached again by the suspects, where a second fight ensued.

Upon further investigation, it was revealed that two adults, responsible for the guardianship of the suspect, stood nearby and watched as all of the juveniles continued to fight.

At one point, the adults verbally incited the suspects to continue fighting with the victims.

Carmen M. Perez, 53, of Kingston, and Ozzie D. Smith, 34, of Kingston, were arrested and charged with four counts of endangering the welfare of a child.

Both juvenile suspects were charged with attempted assault in the second degree, criminal possession of a weapon and menacing.

One juvenile suspect was charged additionally with assault in the third degree.

The Ulster Police were assisted by the New York State Police and the Ulster County Sheriff’s Office.
