Woman arrested on animal abuse charges in Rome

ROME, NY — A 34-year-old woman faces multiple animal abuse charges after two emaciated dogs were found tied to a fence at the Rome Dog Control building.

Rome Police Department Patrol Division responded to the facility on Wednesday in regard to an animal abuse complaint.

An investigation revealed two dogs were left tied to the fence and were extremely emaciated and uncared for.

After numerous tips from the public, police identified Ebony I. Shim, of Rome, as a suspect.

Shim was interviewed Thursday regarding the abuse and was subsequently arrested.

She was charged with two counts of NYS Agriculture and Markets Law 353 (Torturing or Injuring Animals/Failure to Provide Sustenance) and two counts of NYS Agriculture and Markets Law 355 (Abandonment of Animals).

Shim was transported to the Rome Police Department where she was processed and issued an appearance ticket returnable to Rome City Court.
