High-risk sex offender released in Cumberland

CUMBERLAND, RI — The Cumberland Police Department has issued a community notification for a high-risk sex offender released in the area.

Orlando Smiley, 51, of Cumberland, has been classified as a Level III sex offender, indicating a high risk to the community.

Smiley is described as a Black male, 5 feet tall, weighing 135 pounds, with black hair and brown eyes.

The notification was issued pursuant to Rhode Island General Laws 11-37.1-1 et seq., known as the Sexual Offender Registration and Community Notification Act.

The Sex Offender Board of Review determined that releasing this information will enhance public safety and protection.

Smiley was convicted of a sex offense and is required to register with law enforcement under state law.

Police emphasized that Smiley is not wanted at this time and that the notification is intended to inform the public, not increase fear.

Authorities warned that anyone who threatens, intimidates, harasses or interferes with the individual will be prosecuted.
