Franklin resident arrested on harassment charge in Delhi

DELHI, NY — A Franklin man was arrested on a harassment charge following an investigation into threats of physical harm.

Todd S. Baxter, 40, of Franklin, was arrested June 5 on one count of harassment in the second degree, a violation of the New York State Penal Law.

Members of the Delaware County Sheriff’s Office responded to a report of harassment April 16.

During the initial investigation, deputies interviewed the victim, who reported receiving threats of physical harm.

At that time, the victim declined to pursue criminal charges.

The victim subsequently reported an additional threatening incident involving the same individual, establishing an ongoing course of conduct.

As a result of the continued threats, the victim elected to pursue criminal charges.

Sheriff’s deputies submitted an application to the Town of Delhi Court requesting the issuance of a criminal summons and an order of protection.

Sheriff’s deputies received a criminal summons for the charge of harassment in the second degree and an order of protection from the Town of Delhi Court June 4.

Baxter was directed to appear in the Town of Delhi Court at a later date to answer the charge.

Baxter was also served with the order of protection, which prohibits him from having contact with the victim.
