NEW HARTFORD, NY — A traffic stop at a shopping center Sunday resulted in the arrest of two people on outstanding warrants.
A New Hartford Police officer observed a white Dodge Stratus operating recklessly at the Campion Road entrance of the New Hartford Shopping Center at approximately 12:32 p.m. April 19.
The vehicle was observed passing other vehicles on the right and failing to yield to oncoming traffic while turning into the plaza at a high rate of speed.
The officer initiated a traffic stop as the vehicle pulled into a parking space in front of the Olde Wicker Mill.
The driver was identified as Quincy Williams, 19, of Utica, who provided a New York State learner permit.
Investigation revealed there was no properly licensed driver within the vehicle to facilitate the operation by Williams on his learner permit.
The vehicle displayed a State of Minnesota registration, which was determined to still be registered to a previous owner in Minnesota.
Proof of ownership documentation or valid insurance could not be determined.
The vehicle contained three additional passengers in the rear seat, two of whom were not wearing seatbelts.
One passenger, identified as Domonick Pennicooke, 22, of Utica, was found to have an active arrest warrant for assault charges in violation of NYS PL 120.00.
Pennicooke was arrested at the scene and turned over to the Whitesboro Police Department in regards to the outstanding warrant.
Investigation revealed Williams had outstanding arrest warrants related to criminal contempt charges in violation of NYS PL 215.50 and was being sought by the New York State Police.
