Man arrested on theft, fleeing charges in Palmer

PALMER, PA — A 25-year-old Pennsylvania man was arrested April 3 following an incident in which police say he stole a vehicle from a residential driveway and fled from officers.

Kenneth Dicen, of Pennsylvania, faces charges including theft by unlawful taking, fleeing or attempting to elude police, accidents involving damage to attended vehicle or property, disorderly conduct, driving under suspension, traffic control devices violations and reckless driving.

Palmer Township Police were dispatched to the area of Hartley Avenue and William Penn Highway at approximately 6:33 p.m. March 25 for a report of a male walking and acting out in the middle of the road.

As officers arrived on scene, they were updated about a possible burglary in progress on the 2700 block of Nazareth Road, where a male matching the same description was banging on a residence door.

Police were advised the suspect had entered the homeowner’s blue Subaru sedan parked in the driveway, locked the door and refused to exit the vehicle.

Officers arrived on scene and gave commands to the suspect to exit the vehicle.

The suspect ignored officers’ commands, yelling and screaming and revving the engine multiple times before driving away from the grass property back onto Nazareth Road.

Officers attempted to stop the vehicle, but the suspect continued driving.

The vehicle became disabled in the middle of the road due to damage caused from driving over landscaping and curbs.

The suspect fled on foot from the vehicle and was later apprehended nearby.

He was transported to the hospital for an evaluation.

Dicen was released from the hospital April 3 and transported to the Northampton County Central Booking for processing and arraignment.

He was arraigned by Magisterial District Justice Englesson and committed to prison on $10,000 bail straight.
