Police respond to child welfare check in Jamestown

JAMESTOWN, NY — Officers responded to a westside residence to assist Child Protective Services with a welfare check on four juveniles on March 27, 2026, at 2 p.m.

Police were given consent to check the residence and the wellbeing of the children.

Officers found animal feces, urine and garbage throughout the home.

Investigation determined that Scott L. Frost, 46, of Jamestown, was allowing four children to live in the deplorable conditions.

Frost was taken into custody without incident and transported to the Jamestown City Jail.

He was charged with four counts of endangering the welfare of a child.

Frost was held pending arraignment and later released in court.

Two other adults living in the residence will face pending charges at a later time.
