Hornell man charged with welfare fraud, grand larceny

HORNELL — A 26-year-old Hornell man was arrested for allegedly defrauding the Steuben County Department of Social Services of nearly $4,000 in benefits.

Ryan C. Deisher of East Avenue Ext was arrested May 13 by investigators from the Steuben County Sheriff’s Office.

Sheriff Jim Allard reports that Deisher allegedly filed false documents with the Department of Social Services between April 1, 2024, and Dec. 31, 2024.

Authorities claim Deisher received $3,909 in benefits he was not eligible to receive.

Deisher faces multiple felony charges including offering a false instrument for filing in the first degree, falsifying business records in the first degree, welfare fraud in the third degree, and grand larceny in the third degree.

Following his arrest, Deisher was arraigned in the Centralized Arraignment Court and released.
