Barnard man charged with home improvement fraud

FERRISBURGH — A Barnard man has been accused of defrauding a Ferrisburgh homeowner in a home improvement scheme, Vermont State Police said.

Norman Bevins, 50, allegedly received payment for a roofing project from 68-year-old Kevin Kilbride but failed to carry out the work.

Bevins was hired through Middlebury Roofing Corp. and received an upfront payment for the repairs on July 6, 2024.

After Bevins did not perform the agreed-upon services, Kilbride contacted the authorities.

Bevins neither completed the work nor provided a refund for the payment received, authorities said.

Vermont State Police issued Bevins a citation to appear in Addison County Superior Court, Criminal Division, on March 17 at 12:30 p.m. to answer to the charge of Home Improvement Fraud.
